The borough, which has a population of 125,000, includes the town (45.826) as well as its suburbs, including Hayling Island and Rowland's Castle. The 20-year period following World War II saw a significant conversion of land from agricultural and woodland to housing. This was after the Blitz and incendiary bombings of Portsmouth. The town's old center was a small Celtic settlement that existed before Roman times. After World War II, the population of commuters grew so much that it is now considered part of the Portsmouth conurbation.

It includes Fareham, a market town, and several historic locations. Portchester was the location of extensive Saxon occupation.
